Dueling Ads Highlight the Politics of Climate-Change Legislation

Groups on both sides of the spectrum have begun hitting the airwaves with new advertisements on climate-change legislation, underscoring the political ramifications going forward of the House’s razor-thin passage of the major climate and energy bill just a week ago.

The latest, released on Thursday by the Environmental Defense Fund, defends a group of mostly Democratic House members who voted for the climate-change legislation, which passed the House 219-212. These ads are offering a counterpoint to a set by the National Republican Congressional Committee, which aimed at 14 Democrats in mostly swing congressional districts who voted for the bill. Labor-affiliated groups, too, have begun a series of ads — mostly on cable in Washington, D.C., pressuring lawmakers on the issue.

The stream of advertisements precedes and in fact, highlights, the rocky landscape facing the issue of climate-change legislation as it moves into more divisive territory in the Senate. In addition, these campaigns offer a prelude to the mix of issues that will be at the forefront of the 2010 midterm elections.

The E.D.F. ads will support, among others, Representative Dave Reichert of Washington, one of the eight Republicans to vote for the bill, and Representatives Tom Perriello of Virginia and Mary Jo Kilroy of Ohio, both freshman Democrats chosen as targets by the N.R.C.C. campaign.

So far, Mr. Perriello, who narrowly unseated a longtime Republican incumbent last year, is the only member the N.R.C.C. chose to oppose with a TV ad. The rest are radio ads.

As The Times’s Andrea Fuller reported on Wednesday, that Republican campaign says that household energy bills would increase by $1,870 per year under the climate bill, a contention heatedly disputed by Democrats and nonpartisan organizations like FactCheck.org. (The Congressional Budget Office, for instance, estimates $175 in extra costs to the average American household, though those in higher tax brackets can expect to pay more.)

A television station in Roanoke, Va., has decided not to run the ad against Mr. Perriello, though an executive at WDBJ.TV would not explain its decision, stressing that the station did not call it “false or misleading.”

Australians rack up record debt

Australian households are in record levels of debt, and for the first time have surpassed American levels.

Reserve bank figures show household debt - the combination of personal and mortgage debt - is equivalent to Australia’s GDP.

That means every adult owes an average of $74,000.

Analysts warn that the financial crisis that rocked Main Street in America could well hit Australian families in 2010.

Economics Professor Steve Keen at the University of Western Sydney says it is a sign that families are under financial stress.

“We now have an enormous proportion of income that has to be devoted to paying back interest payments,” he said.

“Even if you leave aside the interest payment fact, if you want to reduce your debt now where it would have taken you on average for Australians back in 1990 it would have taken just a few months, now it would take them a year to get back down to the zero mark.”

However the Council of Social Service says there is already a debt crisis and it will only get worse unless the Federal Government steps in, with the numbers of new families asking charities for help set to increase next year.

The council’s director, Alison Peters, says the Government needs to boost its support.

“We think there needs to be more support given to organisations like local neighbourhood centre like the major charities to be able to assist those people who are really desperate for assistance,” he said.

“A number of our organisations have already reported to us and indeed to the Government that they are seeing not only new families coming forward seeking assistance but many families are coming back again and again for assistance because they really are struggling.”

Ecommerce Merchant Account Guidelines

Getting setup to accept credit cards with a credit card merchant account is a relatively easy process and can be done without much hassle. I’ve put together this brief guide to introduce you to a few components of internet merchant account pricing and a couple of comparisons to Paypal which has a good service as well. The discount rate is typically what every merchant asks about when calling me for quotes. Although this is important, I can mark this down very low and still have merchants paying just as many fees as other providers. I guess what I’m trying to say is that don’t overlook other fees when faced with an "awesome" discount rate. Expect to pay around 2.1 to 2.5% for your qualified rate. Competitive rates are usually anything below 2.25%. Paypal doesn’t have a "qualified" rate as much as they just charge a flat rate of 3% which is on the high side. Paypal does a fantastic job of making things very simple and easy to manage. They’re higher priced on some things, but their simplicity makes up for some of the higher price.


A non-qualified or mid-qualified rate will usually add on an additional .5% to 1.5% for these transactions that are "downgraded" because they are either a rewards card which cost more to process or a government or business credit card. Each transaction also has a cost, no matter how much the volume of the transaction. Makes me laugh sometimes when I buy a $.49 refill at the local convenience store on my credit card because I know that they’re paying at least $.15 to $.18 per transaction if not a bit more which on a $.49 gross volume transaction, they’re probably losing money. No wonder they sometimes just smile and tell me it’s on them. Most internet based transactions run about $.20 to $.30 which is competitive when you compare to Paypal at about $.30 per transaction. Watch for AVS or the gateway transactions as they can easily get their advertised per transaction cost up there.


Batch header fees would probably considered by most merchants one of those "hidden" fees. This is a fee that most merchant don’t ask about and unless they look closely, don’t know about and never question. These batch header fees may be as much as $100 per year or so depending on how often the merchant processes credit cards. What happens is that transactions are batched together usually daily and submitted. Each one of these batches are assessed a batch header fee of about $.25. So, for an easy way to calculate this, if you process transactions every day, you’ll be paying $.25 per day. So, even on your busiest month, this fee wouldn’t exceed $8 per month.


Monthly fees for a traditional merchant account are usually around $20 or less. For a statement fee or account maintenance fee expect to pay about $10 and for an internet gateway, such as Authorize.Net, you’ll probably be paying an extra $10 as well. Work with your merchant account provider to waive the monthly minimum, especially if you’re an internet business processing less than $1000 per month in gross volume. If you’re processing over the internet with a traditional account, you’ll need a gateway. Authorize.Net is one of the more popular gateways and although some providers give this away for free, they have costs associated with this and will usually hit you with an annual fee or some other fees along the way to make up for this. Try to negotiate your monthly rates so that they are lower even if you end up paying a little more for the setup. Authorize.Net shouldn’t cost more than about $100 to setup. I’d recommend against leasing as you’d end up paying 5 times as much for the setup over the 48 month lease you’d be stuck with.


There are some advantages to Paypal over your more traditional merchant accounts. One such advantage is ease of use. Paypal is very user friendly and Authorize as a gateway would be a close second. Most shopping carts are compatible with both and include modules to be able to install both or either. Accepting credit cards is a necessary evil in today’s internet world, but can be done with very little hassle or headache.

A shopping mall generally represents an intense concentration of productive shoppers inside a controlled area. As such, buying a mall store can seem like a really great idea. Most people would usually think to themselves that a substantial portion of these active shoppers would be bound to enter their store at some point, right?

Before you go ahead and consider your options it is good to weigh some important considerations.

Firstly, you should begin by taking a close look at the demographics. Your ideal customers should be already shopping in the mall you are considering. Take a close look at the other tenants within the mall – are they dedicated to the same type of consumer and if so, how are these stores doing? You are unlikely to find much success if you are the only store in a mall catering to a particular demographic, for example upscale suburban women.

By and large, a mall is only as good as its anchor stores. While there may be some big box retailers in the mall, stop and think for a second what would happen if one of them went out of business. A locked, boarded store is a bad sign and it is not a harbinger of success for the other tenants. Wherever you can, try and consider a mall that has a number of anchor stores. In times of economic downturn this can help a lot.

You must be sure that your landlord is willing to be flexible. Mall landlords are notorious for including inflexible clauses within their contracts.

You may come up against many problems including crazy requirements that may force you to move the location of your store at a moments notice. Question some of their dictatorial restrictions, including the need to use only their nominated construction companies and electricians. Check to make sure that you can display "for sale" signs in your windows and if you can put "special offer" items outside your doors. Go through the lease agreement with a fine tooth comb and make sure that you are happy with its clauses.

Get your attorney or advisor to check up on the financial health of the mall itself. Find out about tenancy rates, gross revenues and projections. Almost certainly, the information will be available in annual reports and filing statements or you could get this information from the company’s website.

The best research you can do is to go in and speak to the other shop owners. You can state you are looking to buy a store in the mall (NEVER tell them which one) and ask about the landlord, business activity, and any other concerns you have.

Before you take anything to the next level, perform a thorough physical inspection of the entire mall. This is a good way to assess its financial health, as when things are not going too well you could find that external maintenance is not being kept up. Sidewalks, masonry, landscaping, doors and roofing services should be clean and well-maintained. Parking lots should be functional and well kept and while you are at it, take a visit to the bathroom and food court. Poor restroom maintenance is one of the first signs of a mall in decline. The number of food court customers is directly related to the overall mall activity.

Your visual tour may not be definitive when it comes to assessing the mall’s overall financial health, but it can be a quick way to eliminate some locations from your consideration.
